Modern economies and societies require a more strategic, flexible public sector that can adapt quickly to change and draw on a broader range of views, knowledge and expertise in designing and delivering public policies and services. The OECD has been exploring the concept of “strategic agility”, first developed in the private sector, and how it can help achieve this vision of the modern state.
